The Late Roman Empire saw the army at its largest. The state was beset with enemies on virtually every border as well as with the perniscious plague of civil war. The emphasis for defence shifted from the traditional reliance on well trained heavy infantry to more mobile armies with strong mounted components. The army became a more balanced force, combining both light and heavy cavalry and infantry which for many decades, in the face of sever pressure and several disasters, managed to fend off the inevitable collapse in the west.
